Matthew Carl
Chief Matthew Carl has been a dedicated member of the East Windsor Police Department since August 1996. Beginning his career in the Patrol Division, Chief Carl quickly distinguished himself through his commitment and leadership, which led to his role as a Juvenile Community Police Officer in 2000. His exceptional investigative skills were recognized in August 2002 when he became the Police Department’s first-ever promoted Detective. Throughout his tenure in the Detective Division, Chief Carl held the ranks of Corporal and Sergeant, during which he meticulously investigated all of the town’s major crimes over the past two decades.
As a detective, Chief Carl was instrumental in solving numerous cold-case homicides, serving on the State of Connecticut’s Cold Case Homicide Unit. His expertise was further sought after by various federal, state, and local task forces, where he contributed to complex investigations.
Promoted to Administrative Lieutenant in December 2020, Chief Carl took on extensive responsibilities, including the supervision, management, and oversight of personnel and operations within the department. His role encompassed a wide range of functions, from planning and communications to technology, financial management, and equipment maintenance. In December 2019, Chief Carl’s leadership capabilities were recognized with his appointment as Operations Commander of Emergency Management for the Town of East Windsor.
Chief Carl's leadership style is characterized by leading from the front, fostering a positive and enthusiastic work environment that encourages professional growth and development among all employees, both sworn and civilian. His comprehensive understanding of law enforcement and administrative fundamentals, combined with his adaptability and strong skill set, enable him to effectively meet diverse situational requirements. Balancing a conservative approach to business and fiscal operations with a heartfelt dedication to public service, Chief Carl exemplifies the qualities of a true public servant.
Chief Carl is highly educated, holding a Bachelor’s Degree from Central Connecticut State University and a Master’s in Public Administration from Westfield State University. He is a graduate of the FBI LEEDA trilogy program, the Southern Police Institute Command Officers Development Course, and the prestigious FBI National Academy in Quantico, VA. Additionally, he has completed the Police Executive Research Forum's Senior Management Institute for Police Session 82. Currently, Chief Carl serves as the Director of East Windsor's Emergency Management, continuing his commitment to the safety and well-being of the community.
